The oldest official document in the files of RN is dated June 18, 1917, when 16 people "after careful reflection and mature advice" decided to "confer into a single company," everything they owned and operated in the port of Naples "to better affirm the principles of solidarity and brotherhood existing among them" and signed a private agreement which gave birth to a " Company for towing activities in general, inside and outside the port of Naples". With some small steam tugs in common property, the company started the business, coping with the growing volume of traffic of the port of Naples that consisted mainly of large ocean liners filled of emigrants.
